The government of the Philippines (GOP) through the Bases Conversion Development Authority (BCDA) received a special loan from the Japan Bank for International Cooperation (JBIC formerly OECF) of Japan, to finance the construction of Subic-Clark-Tarlac Expressway. The Subic-Clark-Tarlac Expressway consists of a 4-lane ACP road with a total length of 95 kms

The Cebu South Reclamation Project provides additional area for industrial and other export processing use. The South Coastal Road Project provides direct-uninterrupted access from southern town to the Central Business District at Cebu City.
A) The Cebu South Reclamation Project
The component consists of reclamation works for about 330 has., including revetment works of about 6.93 kms., with a reclamation volume of 8.8 million cubic meters.
B) The Cebu South Coastal Road
The coastal road has three (3) segments:
1. Segment 1 - Talisay Land Based Section (4.464 kms.)
2. Segment 2 - Causeway Section (4.859 kms.) 3. Segment 3 - CBD Viaduct Section (2.43 kms.)
